<P>PROBLEM TO BE SOLVED: To obtain a wiper device that can be prevented from being put into operation even if a wiper motor is actuated despite the intention of a worker, and to provide a method for mounting a wiper device. <P>SOLUTION: The wiper device 10 includes: a pair of a first pivot holder 16 and a second pivot holder 18 for rotatably supporting a pair of a first pivot shaft 12 and a second pivot shaft 14; a frame 20 for coupling the first pivot holder 16 and the second pivot holder 18; the wiper motor 22 fixed at a frame 20, and having a rotatable output shaft 22e; and a link mechanism 24 for converting the rotation movement of the output shaft 22e of the wiper motor 22 into swing movement, and transmitting the swing movement to the first pivot shaft 12 and the second pivot shaft 14.
