Embodiments of the present invention provide a method and a device for determining a data distribution access device. The method comprises: a user equipment measuring at least one of signal intensity and signal quality of a data distribution access device (101), and obtaining the at least one of the signal intensity and the signal quality of the data distribution access device; and the user equipment sending the at least one of the signal intensity and the signal quality of the data distribution access device to a base station, so that the base station, according to the at least one of the signal intensity and the signal quality, selects at least one data distribution access device to perform distribution for transmission data of the user equipment (102). The embodiments of the present invention can satisfy continuously increased mobile bandwidth demands, and reduce air interface transmission bandwidth at the same time.
