Provided are a multi-mode user equipment access method, a base station and user equipment. The method includes: a first base station receives radio resource management information about a neighbour base station of the first base station from a radio resource management server; the first base station receives an access request message from multi-mode user equipment; the first base station determines an accessible base station according to the radio resource management information about the neighbour base station and the first base station; and the first base station sends to the multi-mode user equipment an access response message generated according to the determined accessible base station, so that the multi-mode user equipment establishes a connection with the accessible base station according to the access response message. The embodiments of the present invention enable the base station or multi-mode user equipment to determine an accessible base station according to the radio resource management information provided by the radio resource management server, quickly connecting the UE to the network through the accessible base station.
