PROBLEM TO BE SOLVED: To provide a fusion access control method by a network connection device located at an IP network lead-in point of a fusion ALL-IP network. SOLUTION: In a network connection device located at an IP network lead-in point of a fusion ALL-IP network, authentication control, QoS control, traffic control, mobility control, and the like can be applied in a consistent manner so as to more effectively accommodate a subscriber network having various access environments, thereby network flexibility and expandability can be secured.
