PURPOSE: An electrophoretic ink composition is provided to improve the driving performance of an electrophoretic particle by preventing an agglomeration between the electrophoretic particles. CONSTITUTION: An electrophoretic ink composition comprises an insulating solvent(30); a first polar particle which has a white particle(32) and/or color particle; a second polar particle which has a black particle; and a white empty particle(36) which is formed of a polymer ionic complex with the same polarity as a first polar particle. An electrophoretic display device includes the composition and a plurality of pixels in which a plurality of electrophoretic particles with the different polarity to each other are dispersed in the insulating solvent in a suspended state.
