The device has a wing system provided on a ball bearing. A set of magnets (15) surrounds around the cable and of reels on a level of an interface fin. The ball bearing is subjected to action of the wind or aquatic current under rotation of the interface fin around the cable for generating electric current. A valve system is provided with an opening, and allows or retracts the gases or liquids in a chamber of the fin. An electric heating element is arranged for heating the fluid contained in the chamber of the fin.
