PROBLEM TO BE SOLVED: To provide a device for targeted treatment of disorders such as diabetic peripheral neuropathy and ulcers caused by neuropathy.

SOLUTION: The device 10 comprises a nitric oxide (NO) eluting polymer arranged to contact an infected area and a therapeutic dosage of nitric oxide (NO) is eluted from the nitric oxide eluting polymer. The nitric oxide (NO) eluting polymer is integrated with a carrier material that regulates and controls the elution of the therapeutic dosage of nitric oxide (NO). Furthermore, the NO eluting polymer is arranged between a first membrane and a second membrane such that the NO eluted from the NO eluting polymer is directed substantially to a target site from the device 10.
