Disclosed is a graphene-based laminate including a doped polymer layer. According to one aspect of the present invention, the graphene-based laminate comprises: a substrate; a graphene layer which is formed at the upper part of the substrate and has at least one layer; and an organic dopant which is formed on at least one side of the graphene layer.
