Provided are: a solid polymer electrolyte membrane having excellent durability to hydrogen peroxide and peroxide radicals; and a membrane electrode assembly for use in solid polymer fuel cells. A solid polymer electrolyte membrane (15) containing an ion-exchange resin that has a cation-exchange group, the solid polymer electrolyte membrane (15) further containing at least one type of element selected from a cerium element, a cesium element, and a rubidium element. A membrane electrode assembly (10) provided with an anode (13) having a catalyst layer (11) that contains a catalyst and an ion-exchange resin, a cathode (14) having a catalyst layer (11) that contains a catalyst and an ion-exchange resin, and a solid polymer electrolyte membrane (15) positioned between the anode (13) and the cathode (14), wherein the solid polymer electrolyte membrane (15) contains at least one type of element selected from a cerium element, a cesium element, and a rubidium element.
