Provided is a home controller capable of controlling the demand by household appliances with a simple configuration. A home controller stores electric power data (CP) representing the power consumption for each of a plurality of household appliances (300) and electric power data (RP) representing the reducible power consumption for each of the household appliances. The home controller receives a reduction instruction (DRa) from an external electric power system instructing the home controller to reduce power consumption within the home by a first rate of reduction or no less than the first rate. The home controller calculates a second rate of reduction required for reducing the power consumption within the home by the first rate of reduction using the first rate of reduction, the electric power data (CP), and the electric power data (RP) on the basis of receiving the reduction instruction (DRa). The home controller transmits to each of the household appliances a reduction instruction (DRß) instructing said household appliances to reduce power consumption by the second rate of reduction.
