PURPOSE: A manufacturing method of a plane heater and a heating mat using the plane heater are provided to integrate a thermostat wire with a plane heater during the weaving process of the plane heater, thereby increasing productivity and reducing production costs. CONSTITUTION: A manufacturing method of a plane heater is as follows. Radiant heat fibers and yarn fibers are supplied to a loom(S1). Thermostat wires are supplied to the loom(S2). The radiant heat fibers, yarn fibers and the thermostat wire are weaved to a plane shape body by the loom(S3). The plane shape body made at the weaving stage is cut into desired size(S4). The end part of the thermostat wires which are adjacently arranged with an equal space from each other are respectively connected(S5). The terminal unit for supplying power to the radiant heat fibers is formed(S6).
