PURPOSE: A method for detecting a traffic signal state and a traffic signal controller using the same are provided to actively deal with each situation by separately determining a partial member and the entire member of a traffic light. CONSTITUTION: The maximum value for detecting a member of a traffic light is set(ST110). A current value is calculated by detecting a current applied to a traffic light(ST120). A difference between the maximum value and the current value is compared with a reference gap(ST140). If the difference between the maximum value and the current value exceeds the reference gap, the traffic light is determined to a partial member. If the difference between the maximum value and the current value exceeds the reference gap and the current value is below a preset reference value, the traffic light is determined to the entire member.
