<P>PROBLEM TO BE SOLVED: To provide a communication apparatus that permits semipermanent communication via a telephone line between a district where communication cables for a public exchange telephone network and a mobile phone network are cut off and other districts, without relying on electric power supply from the outside. <P>SOLUTION: When a straight-blade vertical axis wind turbine 12 is rotated, AC power is outputted from a generator 13 (wind power generation). The AC power from the generator 13 is exchanged to DC power by a wind power controller 22. On the other hand, when a solar cell panel 3 receives photovoltaic, DC power is outputted from the solar cell panel 3 (photovoltaic generation). The DC power is exchanged to AC power by a DC-AC inverter 25.
