<P>PROBLEM TO BE SOLVED: To provide an image reading device that optimizes the amount of light of a light source irrespective of the magnitude of a black level included in an image signal, and an image forming apparatus. <P>SOLUTION: A calculating unit 307 calculates a third light amount that is a target light amount on the basis of a difference between a first image signal obtained by reading a reference white member irradiated with a first light amount and a second image signal obtained by reading a reference white member irradiated with a second light amount, and a difference between the first light amount and the second light amount.
