<P>PROBLEM TO BE SOLVED: To make a circuit element intuitively recognizable on a layout pattern and to facilitate recognition of signal flow among circuit elements. <P>SOLUTION: Storage units 200, 300 store data having a hierarchical structure of block/cell. A layout pattern display 400 develops the data and displays a layout pattern on a screen. In a conditioning unit 800, there is set information indicating a specified layer to be used for cell frame determination as a cell frame determination condition. A cell frame determination unit 600 extracts a graphic recorded in the specified layer for each cell, forms a logical sum graphic of the extracted graphic, and obtains a circumscription rectangular shape of the logical sum graphic as a cell frame. A terminal graphic generation unit 500 generates a terminal graphic in an intersecting position of the obtained cell frame and inter-cell wiring.
