PURPOSE: An independent water pressure-controlling system and method are provided to maintain uniform pressure for a plurality of water cooling panels and to provide uniform cooling and heating effects to each water cooling panel. CONSTITUTION: An independent water pressure-controlling system and method comprises: a plurality of battery modules(130); a water cooling panel(90) which is installed in each battery module; manifolds(70) which is connected to the cooling panel by a water channel and distributing fluid to the water cooling panel through each water channel; flow control valves(110) maintaining the pressure of the water channel between the manifolds and the water cooling panel; and a controller(190) monitoring the pressure of the water channel and controlling the flux controlling valve according to the pressure.
