PURPOSE: A target object observing apparatus and a method thereof are provided to prevent disconnection or damages of signal lines occurring when mount rotates. CONSTITUTION: A rotary amount detecting sensor(6) outputs detecting signals after sensing the rotary amount of mount where a telescope observing satellites or celestial bodies is mounted. A control and command unit(10) receives predicted orbit data and is connected to the rotary amount detecting sensor. A mount driver is connected to the control and command unit, and controls the rotation of mount according to control signals from the control and command unit.
