PROBLEM TO BE SOLVED: To strictly manage whether modification is appropriate even in modified data.

SOLUTION: A modification/editing/citation appropriateness determination unit 107 determines whether modification for data is appropriate. An encryption processing unit 108 encrypts data generated and modified by each copyright holder using an encryption key of a corresponding copyright holder when the modification is determined to be appropriate. A content decryption processing/reconfiguration processing unit 103 decrypts encrypted data using an encryption key of a corresponding copyright holder, and carries out data reconfiguration using the decrypted data.
