<P>PROBLEM TO BE SOLVED: To provide a self-excited RCC-based switching power supply which can precisely reduce fluctuation of maximum power output. <P>SOLUTION: An oscillation period measurement circuit 22a measures an oscillation period T of a switching element. A secondary-side conduction time measurement circuit 22b measures time T2ON during which a current flows in a secondary winding.
