<P>PROBLEM TO BE SOLVED: To prevent toner scattering in transferring toner. <P>SOLUTION: The transfer roll includes a cylindrical conductive support 112, an inner elastic layer 113 containing a conductive agent and having Asker C hardness of 5 to 20 degrees, and an outer elastic layer 114 containing the conductive agent and having the Asker C hardness of 30 to 45 degrees, which are formed in this order.
