<P>PROBLEM TO BE SOLVED: To provide a planar heater which is capable of giving a comfortable sense of warmth regardless of a moisture absorption state of a heating element. <P>SOLUTION: A planar heater includes: a Low forced rise control means 18 which performs rise control on a heating element 11 at a target temperature higher than a target temperature of a quick heat control means 16; a moisture absorption determination means 20 which determines a moisture absorption state of the heating element from an electrification state of the heating element under the Low forced rise control; a Hi forced rise control means 19 which performs rise control on the heating element at a target temperature further higher than the target temperature of the Low forced rise control means only in the case where it is determined by the moisture absorption determination means that the heating element is absorbing moisture; and an Hi warmth retaining control means 21 which performs warmth retaining control on the heating element at a target temperature higher than a set temperature by a temperature setting means during warmth retaining control after the end of the Hi forced start control.
