Disclosed are a method and a device for sending and receiving a layered service stream. The method comprises: performing scrambling and forward error correction coding on multiple layers of data streams, respectively, to acquire multiple encoded bit streams corresponding to the multiple layers of data streams, the multiple layers data stream having different priorities; performing bit interleaving and constellation mapping on the multiple encoded bit streams to acquire multiple modulation symbols, correspondingly; multiplexing the multiple modulation symbols into one same constellation space based on a power loading manner to acquire layered modulation symbols; sending the layered modulation symbols. The method and device for sending and receiving a layered service stream of the present invention enhances the spatial spectrum utilization of a broadcast system, provides a user with as many as program contents without obviously reducing the basic quality of service, and solves the problem that service popularization coexists with service differentiation in a digital audio broadcast system.
