<P>PROBLEM TO BE SOLVED: To detect the short-circuit between an unused terminal and the adjacent terminal even if the unused terminal remains open. <P>SOLUTION: One end of a resistance element 62 is connected to a terminal 200. A voltage selection section 64 causes the other end of the resistance element 62 to selectively connect to one of a power supply and the ground. A voltage measuring circuit 70 measures a voltage at the one end (namely,the end at the side connected to the terminal 200) of the resistance element 62.
