<P>PROBLEM TO BE SOLVED: To solve the problem of current sites of Japanese payment agencies that do not support UTF-8 despite the recommendation of UTF-8 in adopting HTML5, in general, for a smart phone site, and to provide a system dealing with UTF-8 and a character code used in the sites of the agencies in a shopping cart and a mail form supporting smart phones. <P>SOLUTION: A system creates a shopping cart and a mail form so as to normally output an HTML with UTF-8 to receive form data from a smart phone site created with UTF-8. On the other hand, the system outputs a HTML with Shift_JIS in an order completion screen or a query completion screen linked to a payment agency. Thus, the system can be used by many payment agencies.
