Embodiments of the present invention provide a terminal communication method and device. The method comprises: a first device performing encryption on service information by using a derived key of a root key of a terminal communication key, the root key of the terminal communication key being generated by a root key generated after authentication and key agreement (AKA) between the first device and a second device, and the first device being a terminal and the second device being a network side device, or the first device being a network side device and the second device being a terminal; the first device sending the encrypted service information to the second device, so that the second device performs decryption on the received service information by using the derived key of the root key of the terminal communication key. By means of the embodiments of the present invention, confidentiality and completeness protection on the service information transmitted between the terminal and the network side device is achieved.
