<p><P>PROBLEM TO BE SOLVED: To provide a monitoring device which has enhanced the convenience of an operator by creating the business log easily in a short time so that the business log can be displayed and edited at an arbitrary time or an arbitrary location. Ž<P>SOLUTION: The monitoring device includes a monitoring unit 20 where the operator information and the weather information of that day are inputted by an input device 35 and registered in a storage device 32. Upon generation of an event, a control unit 33 automatically generates the business log information where the date of generation of the event, the name of the whole master station TS becoming a event generation source or the unit names of signal processing units such as an encoding circuit 11, a modulation circuit 12, a transmitting/receiving unit 14, a demodulation circuit 16, a decoding circuit 17, and modems 191-19n, the contents of the event, and the operator information and weather information registered in the storage device 32 are associated with each other, so that the business log information can be stored in an external memory 41 attached to a storage medium slot 37.
