PURPOSE: A water cap and a fire-extinguishing cap are provided to be used as a hygiene wet tissue by popping up a water cap with a physical hand strength in necessary and water being absorbed in the tissue, and to have an effect to extinguish fire in fire. CONSTITUTION: Air(70) is captured in an air cap(40) by laminating a upper layer paper(20) having air cap by an embossing processing on a lower layer paper(10), and binding the upper and lower layer papers by heat-sealing or compressing a fusion portion(30). If a water cap(50) is filled with cosmetic toner, the tissue(100) becomes a cosmetic tissue. Tissues are manufactured by adding one or multiple non-woven fabrics or cotton fabrics on the upper or lower part of the water cap filled with fluid. Distilled water is put in the water cap. A powder cap(60) contains powder(90) in the inner space, and is manufactured by sealing the fusion portion. In the space of the powder cap, powder including fire-extinguishing fluid, fire-extinguishing powder, sand, granules with a specific particle size or stone powder is filled. The fire-distinguishing powder cap is installed on the wall or ceiling, or enables the outside of the powder cap to be wallpapered or painted after the powder cap is installed on the wall or ceiling.
