<P>PROBLEM TO BE SOLVED: To provide a dissolvable filter which is dissolved in water and enables the dissolved filter to be subjected to waste water treatment, thereby achieving reduction in cost for transportation or disposal and dispensing with securing of disposal site. Ž<P>SOLUTION: In asbestos treating work by disposing in a work space R a negative pressure dust removal apparatus 1 attached with the dissolvable filter 2 formed of a water-dissolvable material, the dissolvable filter 2 attached with asbestos is removed from the negative pressure dust removal apparatus 1; the dissolvable filter 2 is then charged into a dissolving device 3 set near the work space R and dissolved; and treating water 4 in which the dissolvable filter 2 is dissolved is treated as general waste water to avoid the disposal of the dissolvable filter 2 as a special management industrial waste.
