PURPOSE: An active agent slurry composition for electrodes and an electrochemical capacitor are provided to improve the mobility of slurry composition. CONSTITUTION: An active agent slurry composition for electrodes includes an active material for electrodes, surfactant and a material including non-polar hydrophobic functional group. The active material is used as activated charcoal. The non-polar hydrophobic functional group is the alkyl group of carbon. The surfactant is fluorosurfactant.
