PURPOSE: A manufacturing method and a manufacturing device is provided to simplify a work process according to the manufacture of a decorating ice by purifying water and manufacturing ice at the molding frame. CONSTITUTION: A manufacturing method and a manufacturing device(100) comprises a ice making unit(110), a molding unit(130), and a water circulation unit(150). The ice making unit has non-freezing liquid at a temperature of the freezing point below. The ice making unit comprises a non-freezing liquid, an ice making tank(112), and a cooling pipe(114). Liquid is made from the mixing of antifreeze and water. Non-freezing liquid is filled at the ice making tank. The cooling pipe is arranged in the ice making tank, cools non-freezing liquid to below the freezing point. The molding unit is arranged in the non-freezing liquid. The water circulation unit circulates and provides water to the molding unit which is arranged at the ice making unit and manufactures the decorating ice at the molding unit.
