An apparatus, a system, and a method for managing vehicle operation are provided to reduce largely transmission data amounts by encoding an image signal according to a frame rate varied based on vehicle traveling speed. An apparatus for managing vehicle operation includes a photographing unit(211), an encoding unit(212), a wireless communication unit(213), and a controller(214). The photographing unit mounted in vehicles photographs around the vehicles and generates an image signal. The encoding unit encodes the image signal generated from the photographing unit according to a frame rate. The wireless communication unit receives the encoded image signal from the encoding unit and transmits the received signal to outside. The controller controls the encoding unit in order to vary the frame rate according to the traveling speed of the vehicles and encode the image signal. |
