<P>PROBLEM TO BE SOLVED: To restrict power consumption for overdischarge detection and alarms in a power storage body, thereby effectively protecting the power storage body from overdischarges. <P>SOLUTION: The voltage in a power storage body C is detected by a voltage detector S1. Normally, static energy of the power storage body C is charged to a capacitor C3, and when the voltage detector S1 detects an overdischarge, the static energy charged to the capacitor C3 is discharged in a short time. At this time, the current discharged from the capacitor C3 is applied to the primary side of an insulating element PC1, so that when the secondary side of the insulating element PC1 turns on, a closed circuit is formed between the power storage body C and the secondary side of the insulating element PC1. Current from the power storage body C excites the coil of a relay RY1, so that when the contact of the relay RY1 changes to on, electrical continuity is established between alarm output terminals AL1 and AL2.
