PROBLEM TO BE SOLVED: To provide an active species generator, an air cleaner and a wastewater cleaner that can emit active species such as oxygen radical or hydroxy radical, these having disinfection action, into an indoor space, without generating even an insignificant dose of ozone or NOx that is harmful to the human body when discharging.

SOLUTION: This active species generator includes a steam generating means that generates steam, a heating means that heats the generated steam and an electric discharge means that generates corona discharge between an electric discharge electrode and a counter electrode. In addition, it is characteristic that the internal steam pressure of the active species generator is higher than the external atmospheric pressure of the active species generator.
