PROBLEM TO BE SOLVED: To reduce a required data volume with a decoded image keeping a high image quality, in scalable encoding of a screen aspect ratio on the basis of seam carving.

SOLUTION: An image encoder which encodes, by compression, an image to be encoded comprises: seam carving processing means which performs seam carving on the image to be encoded, thereby generating and outputting pixel information on deleted seams and information on the deletion orders of the deleted seams, and reduced image information after the seam deletion; first encoding means which outputs first encoded data obtained by encoding, by compression, the pixel information on deleted seams and the information on the deletion orders of the deleted seams; and second encoding means which outputs second encoded data obtained by encoding, by compression, the reduced image information after the seam deletion.
