The present invention relates to the technical field of communications. Provided are a secondary cell (SCell) random access method and device, the method comprising: transmitting a random access preamble to an eNB via the SCell; monitoring the common search space (CSS) of the SCell; after the scheduling information of a random access response is obtained in the CSS by monitoring the CSS, obtaining the random access response from the eNB according to the scheduling information of the random access response; after the random access response is obtained, or after a first scheduled uplink transmission message is successfully transmitted to the eNB, or after a contention resolution message is received, stopping monitoring the CSS. The technical solution can reduce the number of times of UE blind detection, thus saving UE power.
