<P>PROBLEM TO BE SOLVED: To provide an image processing apparatus, a betting ticket issuing and refunding apparatus, and an inspection method that are able to easily detect a reading failure in an image sensor. <P>SOLUTION: An image processing apparatus 1 includes a pressing roller 5 having plural regions having different optical reflectances on its circumferential surface. The plural regions are portioned by a boundary inclined with respect to a direction in which a medium 4 is transported. The pressing roller 5 rotates with the transportation of the medium 4 since the pressing roller 5 faces the image sensor across a transportation path. Rotational amounts of the pressing roller 5 each time the medium 4 is transported are not uniform, so that the boundary positions of the plural regions are indefinite for the image sensor. A determining unit 2 determines whether or not the image sensor malfunctions on the basis of the image, of the pressing roller 5, read by a reading unit 3 when the medium 4 is not in a reading position.
