<P>PROBLEM TO BE SOLVED: To provide a small-sized control panel for expansion joint. <P>SOLUTION: The present invention generally relates to a marine drilling machine, and specifically the present invention provides a method and a device for determining the failure of an upper packer of a riser slide type joint and responding to the failure of the upper packer. The failure of the upper packer is determined by comparing the pressures at two points in an upper packer pressure circuit using a differential pressure regulating valve.
