<P>PROBLEM TO BE SOLVED: To provide an evacuation site at the occurrence of tsunami wave, a method for effective use of the evacuation site and an employment site as road technology of countermeasures against tsunami wave. <P>SOLUTION: In a road structure 1, each stair part of a stepwise outer shape is a road and the central part of the road structure 1 has an underground space comprising an interior space 2 inside and the underground space is partitioned so as to utilize each partition part for a factory, a parking area, a storehouse and others while a structure for storing water comprising a water tank 3 is installed under the underground space. In the road structure 1, the stepwise outer shape part is composed of columns 4 arranged stepwise and beams 5 for connecting the columns 4 and a ceiling part is installed on each stepwise overhang part and rubble is packed inside the stepwise outer shape part. The stepwise outer shape part is used for vehicles, motorcycles and pedestrians with different travel speeds separately and the number of traffic accidents can be reduced.
