<P>PROBLEM TO BE SOLVED: To manage power consumption of a device appropriately in accordance with the situation even if the power consumption cannot be measured. <P>SOLUTION: In a power consumption measuring device constituting a power consumption management system, power consumption measuring means measures power consumption. Measurement error determination means compares a power consumption value with a power consumption estimate for each operation state, determines that the measurement of power consumption is made successful in the case where a comparison result is less than or equal to a threshold value, and determines a failure if more than the threshold value. Power consumption history notification means notifies information about the power consumption measured by the power consumption measuring means and a measurement error determination result determined by the measurement error determination means to a management device. In the management device, power consumption history receiving means receives the notification by the power consumption history notification means from the device.
