An adaptation filter (150) comprises: a filter shape decoding unit (1511) which decodes a filter shape; a region structure decoding unit (1512) which classifies each partial region into characteristic value classification regions which are groups; a filter coefficient decoding unit (1514) which decodes filter coefficient groups which are allocated to the characteristic value classification regions; and a filter unit (1524) which carries out a filter process using a filter coefficient group which is assigned to a unit region on each pixel value of an output image in each unit region thereof.
