<P>PROBLEM TO BE SOLVED: To prevent congestion in a call connection signal processing device on the origination side due to call origination by a user and prevent reduction in the processing capability of the call connection signal processing device due to repeated call attempt, thereby relieving congestion in a relatively short time. <P>SOLUTION: The present invention relates to a call connection signal processing device, where an origination request is received and an origination processing load on the call connection signal processing device is measured to detect whether the device is in a congestion state, and, if a congestion state is detected, a terminal number capable of origination is determined based on the time of day at which origination requests were received. Then, an origination request from a terminal capable of origination is accepted, while an origination request from a terminal incapable of origination is restricted from origination by transmitting a talkie indicating a terminal number currently capable of origination, till when the currently origination capable terminal will remain capable of origination, and which terminal number will be capable of origination at the next time pair. <P>COPYRIGHT: (C)2013,JPO&INPIT |
