<p>PURPOSE: An LED lighting control system and a method are provided to operate a lamp device installed in a surrounding crosswalk with a traffic light controller, thereby reducing unnecessary power consumption of the lamp device. CONSTITUTION: A traffic light controller controls power provided to red light or green light of traffic signals(120) corresponding to user setting. The traffic light controller includes a main control unit(310) and a power unit(320). The traffic signals turn on or off red light or green light by traffic light controller. A light device(400) determines whether or not traffic signals are turned on or off from signals sensed in sensor units(440a,440b). The light device controls illuminance of an LED corresponding to determination.
