<P>PROBLEM TO BE SOLVED: To provide an element mounting substrate which inhibits the occurence of color unevenness and illuminance unevenness and enhances the dielectric voltage of a light emitting element, and to provide a light emitting device including the element mounting substrate. <P>SOLUTION: An element mounting substrate 2 has a base 20 made of a metal material and an insulation layer 21 formed on the base 20. The insulation layer 21 has: a first insulation layer 210 formed at a non mounting region of an LED element 3 and made of an epoxy resin; and a second insulation layer 211 formed at a mounting region of the LED element 3 and made of a silicone based resin containing light diffusion particles dispersed therein.
