<P>PROBLEM TO BE SOLVED: To enable the use of a certain function in a camera not provided with the certain function in a monitoring camera controlled by a standardized communication format, because different functions may be handled depending on monitoring cameras. <P>SOLUTION: A first monitoring camera includes a control function by the standardized communication format, a control function by a unique communication format, and a client function as a monitoring camera device.
