<P>PROBLEM TO BE SOLVED: To provide a light-up device creating illumination with movement in a simple structure. <P>SOLUTION: The light-up device, creating dynamic illumination such as on a water surface on an outer wall of a building or a wall face of a room, is provided with an apparatus to be a light source for illumination and a vessel storing water equipped with a device for making water streams.
