<P>PROBLEM TO BE SOLVED: To efficiently reduce the surface water of a fine aggregate (a) by a simple device. <P>SOLUTION: The descending of the surface water of a fine aggregate (a) is achieved by putting insertion suction pipes 3 connected with heads of vacuum pumps 2 into the fine aggregate (a) piled on a stock bed 1.
