<P>PROBLEM TO BE SOLVED: To provide a switching member 1 and a switching method for switching a flow without stopping downflow of sewage, and a method for reconstructing a manhole a. <P>SOLUTION: The switching member 1 includes an insertion pipe 11 which is a cylindrical body with an outside diameter akin to an inside diameter of a sewer pipe b to be switched, a small-diameter pipe 12 which is a cylindrical body with an inside diameter smaller than the diameter of the insertion pipe 11, a wrapper tube 13 which is a cone-shaped cylindrical body for connecting the insertion pipe 11 and the small-diameter pipe 12 together, and an opening 14 which is opened by cutting a part of the wrapper tube 13.
