PURPOSE: A functionally reinforced filler is provided to improve physical properties of rubber and to have excellent reactivity to styrene-butadiene rubber and sulfur by having a reaction group which comprises a double bond. CONSTITUTION: A functionally reinforced filler comprises inorganic particles surface treated by alkenyl silanol solution obtained by hydrolyzing an alkenylalkoxysilane compound indicated in chemical formula 1: R-SiX^1^X^2X^3. In chemical formula 1, R is a C2-18 alkenyl group or C5-18 cycloalkenyl group; X^1, X^2, and X^3 are the same or different, each of which is a C1-18 alkyl group, C1-18 alkoxy group, C6-18 aryl group, or C6-18 aromatic alkoxy group; but one or more of X^1, X^2 ,and X^3 are a C1-18 alkoxy group or a C6-18 alkoxy group.
