The present invention is applicable to the field of telecommunications, and provides a method, device, and system for establishing a neighboring cell relationship. The method comprises: receiving a neighboring cell relationship discovery message in a direction from Long Term Evolution (LTE) to 3rd Generation Mobile Communication (3G) sent by a Long Term Evolution Element Management System (LTE EMS); acquiring, from neighboring cell relationship policies between an LTE system and a 3G system stored locally, a neighboring cell relationship policy between the LTE system and the 3G system corresponding to a neighboring cell relationship in the direction from the LTE system to the 3G system according to the discovery message; establishing a neighboring cell relationship in a direction from the 3G system to the LTE system if the policy allows a bi-directional neighboring cell relationship. The technical solutions provided in the present invention have advantages that the technical solutions are less limited by network terminals.
