<P>PROBLEM TO BE SOLVED: To provide a photoelectric conversion element and a photoelectric conversion device, low in cost and high in photoelectric conversion efficiency. <P>SOLUTION: A photoelectric conversion element includes: a photoelectric conversion layer comprising a medium in which a spatial bias in electric charge arises by means of light irradiation; and electrodes.
